A staff for national-security decisions

His part: In March 1974 Gazit submitted to Golda Meir a proposal for a small staff to help the Prime Minister assess information and policy alternatives.

Gazit sent Meir three annexes: on the American National Security Council, a proposed Israeli national-security unit and the comparison of intelligence assessments. He signed the covering letter; the annexes are unsigned and undated.

Annex B proposed about six senior staff and 5–10 others, led by an adviser reporting directly to the Prime Minister. They would ensure ministries’ proposals included alternatives, initiate integrated studies and consolidate information. The unit would flag implementation failures encountered; existing bodies would retain routine monitoring.

Intelligence estimates and warnings would remain with the intelligence community, while the unit could request raw intelligence. The papers document a proposal Gazit forwarded; they do not establish that it was adopted.Diplomatic record
