He saw Israeli experience as a basis for cooperation with Asian and African countries.
His proposal was practical: a Foreign Ministry section would identify specialists and overseas needs, initiate projects and coordinate with other ministries to prevent duplication. A senior council would set political priorities and guide publicity.
The edition’s notes record the section becoming an independent department in 1960 and receiving the shortened name MASHAV in 1961. They found no documentation that the council was established. The letter documents his contribution to organizing a programme already taking shape.Diplomatic record
